What influences ballasting?

1/ Your physiology (weight) and body mass index (weight/height).
2/ The water: seawater offers more buoyancy (you weigh more) than freshwater.
3/ Your wetsuit: depending on the thickness of the neoprene, you float more or less.
4/ The weight of your tank (for scuba diving) and the volume of air it contains: the more air you consume, the lighter your tank, and the more buoyant it becomes (you float!).

Lead locks (also known as weight locks or weight fixes) are used to link your leads together: this prevents them from moving when you're in the water.
